The Sahel is marked by a multiplication of challenges and crises: rainfall variability, demographic pressure and growing food needs, recurrent political instability, almost chronic insecurity, etc. Rural populations are directly impacted, seeing their vulnerability and food insecurity increase. Faced with these challenges and multiple concerns, it is essential to continue to support civil society organisations that support the actors in the affected territories, with a view to combating poverty, environmental degradation and promoting greater resilience of populations and territories. These CSOs have indeed developed technical expertise in the fight against desertification and in supporting populations in the field, but they encounter difficulties in accessing funding (particularly international) on a long-term basis, due to weak internal capacities, the complexity of calls for projects, etc.
The PASS-LCD project coordinated by CARI and implemented with ENDA Pronat and ReSaD aims to equip civil society organizations active in the Sahel so that they can propose and finance sustainable land management actions. To this end, the project partners proposed to produce a methodological guide on the mobilization of financing for sustainable land management that could be easily disseminated and used by CSOs operating in the Sahel.
Its overall objective is to improve CSOs’ access to a variety of funding for their actions in the field.

- Information on donors who finance sustainable land management (decryption sheets, donor directory).
Who is the guide for?
The guide is intended for civil society organizations active in the fight against desertification, sustainable land management, and sustainable agriculture in the Sahel and more broadly in the world’s drylands.
The guide is also aimed at donors and provides them with recommendations to better support the work of CSOs.
*The guide was produced in collaboration with the project “Strengthening the Role of Civil Society in Achieving Land Degradation Neutrality” – CS4LDN, which is funded by the Global Environment Facility (GEF) and implemented by civil society organizations through the international Drynet network, with the support of IUCN and the NGO Both ENDS.
The Structured Action Programme for Actors in the Fight against Desertification (PASS-LCD) is the first phase of a committed 9-year programme coordinated by CARI, and implemented in partnership with the NGO ENDA Pronat (Senegal) and the Sahel Desertification Network (ReSaD). This project is part of a desire to strengthen collaboration between state and non-state actors within the UNCCD and the GGW to respond to the challenges of drought and land degradation neutrality. The first phase of this program is being conducted from September 2023 to August 2026 in the Sahel and France. The results and achievements of the project are intended to be disseminated more widely in drylands in Africa and internationally.
