Territorial management of water resources

Nowadays, with increased rainfall variability, more frequent droughts and a continuous rise in water demand, water resource management has become one of the major challenges of our century. As water has multiple uses, its management sometimes gives rise to tensions between these uses, namely agricultural, domestic, industrial, ecological and tourist uses, which often compete with each other within the same territory (Callejas Moncaleano et al., 2021 ; Wientjes & Seijger, 2024)
.
In fact, when demand for water exceeds supply, especially during periods of scarcity, these uses become a source of conflict: between sectors, between actors within the same sector, between territories, and sometimes between levels of governance. In addition to these significant effects, climate change further exacerbates these tensions, making centralised or sectoral management of the resource increasingly unsuitable (Gleick, 2014) .
